Director Armando Quintero elected VP of MMWD for 2013

Director Larry Russell of Tiburon was recently elected president of the Marin Municipal Water District Board of Directors for 2013, taking over from outgoing president Director Cynthia Koehler of Mill Valley. Director Armando Quintero of San Rafael was elected vice president for 2013.
One of my goals for MMWD this year is to see the district keep doing more with less, using resources even more efficiently to continue to provide both high quality water and high quality customer service,” says Russell. “Another priority is ensuring a reliable water supply for the long term despite changing conditions. We don’t know what effects climate change will have on our water supply, for example, but we need to take into account what we do know and develop flexible long-range plans.
Russell was first elected to the MMWD board in 2004. He was re-elected in 2008 and won re-election unopposed in 2012. He represents MMWD Division V, which includes Corte Madera, portions of Larkspur south of Corte Madera Creek and east of Highway 101, San Quentin, Strawberry, Tiburon and surrounding unincorporated areas and Belvedere. In addition to serving as 2013 president, he also serves as the chair of the District Operations and Compensation committees. He represents MMWD on the following community committees: MMWD’s Conservation Action Committee, MMWD’s Climate Change Committee and the Bay Area Water Forum.
Russell has a doctorate in civil/environmental engineering from the University of California at Berkeley and is a licensed professional civil, chemical and corrosion engineer with more than 30 years of technical experience in water management and conservation. Russell is a life member of the American Water Works Association and the Water Environment Federation and is the chair of the Corrosion Committee of the International Water Association.
Quintero was first appointed to the MMWD board in 2009. He was re-elected in 2010 and won re-election unopposed in 2012. He represents MMWD Division II, which includes central San Rafael and unincorporated areas of San Rafael. Quintero is the chair of MMWD’s Watershed Committee and serves on the District Operations Committee. He also represents MMWD on the Tomales Bay Watershed Council.
Quintero is the director of development for the Sierra Nevada Research Institute, which is housed at the University of California at Merced. Previously he spent 20-plus years with the National Park Service, most recently as the chief of special park uses for the Golden Gate National Recreation Area. He has served on the boards of several non-profit organizations in Marin and California. He earned his bachelor’s degree in environmental studies from 91短视频.
MMWD’s board has five members, each representing approximately 37,000 residents. The other three board members are Liza Crosse of Woodacre, Jack Gibson of Sleepy Hollow and Cynthia Koehler of Mill Valley.
MMWD is Marin County’s largest provider of drinking water, serving a population of 185,000 in a 147-square-mile area of south and central Marin County. The district owns and manages 21,250-acres of watershed land on Mt. Tamalpais and in west Marin. The primary source of water supply is rainfall captured in seven reservoirs, providing 75 percent of the water consumed each year. The remaining 25 percent is imported annually from the Russian River through an agreement with the Sonoma County Water Agency. MMWD also operates its own recycled water system. District operations are financed primarily by revenue from the sale of water. The annual operating budget for the district for fiscal year 2012-13 is $69.1 million.
