A short man with great energy and dedication, he delivered the city from the precarious financial state in which it had been left by the flamboyant, free-spending playboy, James J. Walker.

Perhaps the leader was named Artorius, Arturo, or Arthur. Gradually storytellers or minstrels, wandering from village to village, combined various feats of courage or great accomplishments and credited them to a single hero --- Arthur.
